Associate relationships
Incyte Consulting has associate relationships with individual consultants and firms, many of whom are referred to on this website. We have a network of other associates, many for specific country locations. Being an associate of Incyte Consulting means that Incyte consultants will provide expertise and assistance to the associate as agreed between the parties.

Jim Holmes is a Director of Incyte Consulting. He is a specialist in telecommunications policy and regulatory practice, focussing on competition policy, regulatory and commercial issues. He has over 35 years telecommunications industry experience of which more than 25 years has been at senior management levels associated with major policy development, commercial innovation and regulation. Prior to joining Incyte Consulting, Jim was the
Director and Co-Leader of Ovum's Global Telecoms Regulatory Practice based in Melbourne.
Jim as been involved in a wide range of competition policy, regulatory and market studies for governments, carriers, financial institutions and technology companies in Australia, China, Hong Kong, India, Indonesia, Greece, Korea, Kyrgyzstan, New Zealand, Malaysia, Saudi Arabia, Singapore, Sri Lanka, Thailand, Taiwan and the United Arab Emirates. He has developed a deep understanding of the issues associated with Pacific telecommunications development and regulation through projects in Nauru, Fiji and Kiribati, and for regional bodies such as APT, APEC Tel, PITA and the AP office of the ITU.
Jim has a Bachelor of Arts from Sydney University, a Bachelor of Laws degree with First Class Honours from Melbourne University, and a Master of Laws from Monash University.
