David Lewin

David is an expert in the economics and regulation of fixed and mobile telecommunications with over 30 years’ experience of advising regulators, operators and governments around the world on telecommunications policy and regulation. He was a founding Director of Ovum in the 1980s and of Plum Consulting in 2007 and he has worked closely with Incyte and its Directors for much of this time.

David’s work is based on extensive economic analysis of the way the telecommunications market functions and what policy and regulatory measures are required for it to maximise economic welfare. He is an expert on the development of the European single market in telecommunications and has worked on developing and changing the regulatory framework which governs the way it functions for the past 20 years – through studies for the European Commission, for individual NRAs, and for the operators which provide telecommunication services.

David has an MA in Physics from the University of Oxford, and an MSc in Operational Research from Brunel University London.
